TOWN OF LEESBURG
Begins Water Valve Exercise and Maintenance Program
Public Notification

The Town of Leesburg is initiating a preventative maintenance program to protect the longevity and operation of the water system infrastructure and valves. This consists of a valve exercise program, which requires closing, then opening, each main line valves and service line valves in specific distribution areas.

The purpose of the program is to exercise main line valves throughout the distribution system to assure reliable operation and maintain water quality. During this program crews will exercise the valves by operating the valve through a full cycle and returning it to its normal position. Where valves are exercised, a fire hydrant will be flowed to ensure that the water in the main remains clear.

During the valve turning exercise customers may experience some sediment or discolored water for a short period of time. Water is safe to drink and safe to use during this period. If this condition is noticed we recommend running several cold water taps at full force for a period of 1-2 minutes which should remove any discoloration from the water.It may be necessary to repeat this process after 30 minutes in some cases. In addition, the closing and opening of valves may introduce air into water lines which can cause temporary erratic water flow.

The valve exercising will commence in April through June during the hours of 7:00am - 2:30pm, Monday through Friday. The Town regrets any inconvenience the maintenance program may cause. All senior liens, real estate taxes (including, without limitation, all taxes due and owing as a result of any tax sales of the Property, personal property taxes, or otherwise), water and all municipal charges and other liens owed against the Property, which are not otherwise extinguished as a matter of law by the foreclosure sale, shall be the responsibility of the Purchaser and shall be paid by the Purchaser at settlement. In addition, all other charges, expenses and liens owed against the Property which are not otherwise extinguished as a result of the foreclosure sale, including, but not limited to, all public charges and assessments owed against the Property and payable on an annual basis, such as sanitary and/or metropolitan district charges, if any, shall also be the responsibility of the Purchaser and shall be paid by the Purchaser at settlement. The costs of all documentary stamps, recordation taxes, document preparation, transfer taxes and other charges associated with the conveyance of the Property to the ultimate Purchaser shall also be the responsibility of the Purchaser and shall be paid by the Purchaser at settlement. Except for the special warranty contained in the Deed for the Property, the Substitute Trustee and the Noteholder disclaim all warranties of any kind for the Property including, without limitation, any warranty relating to zoning, extent of construction, fitness for a particular purpose and environmental conditions affecting the Property. The Property will be sold in an ”AS-IS" condition and without any warranties or representations, either express or implied, as to the nature, condition or description of the Property or the improvements thereon. The Property will be sold subject to all encumbrances, rights, reservations, covenants, conditions, restrictions, rights of way, easements, taxes, liens, rights of redemption, such state of facts that an accurate survey or physical inspection of the Property might disclose, agreements of record affecting the same, statutory liens, and all other liens and/or matters having priority over the Deed of Trust, if any, which are not extinguished by the foreclosure sale as a matter of law. The Purchaser shall assume the risk of loss for the Property immediately after the foreclosure sale takes place. Furthermore, the Purchaser shall be responsible for all homeowners assessments, road maintenance assessments, and other charges that accrue against the Property after the foreclosure sale occurs. It shall be the responsibility of the Purchaser to obtain possession of the Property after settlement.
In the event any Purchaser fails to go to settlement as required, the aforementioned deposit shall be forfeited and the Property shall be resold at the Purchasers sole risk and expense. In such event, the defaulting Purchaser shall be liable for the payment of any deficiency in the purchase price, all costs and expenses of both sales, reasonable attorneys fees, and any other damages sustained by the Substitute Trustee and/or the Noteholder, including, without limitation, all incidental damages. In the event a resale of the Property results in a purchase price in excess of the amount originally bid by the defaulting Purchaser, the defaulting Purchaser waives any and all claims, rights and interest to any such excess amount and shall not be entitled to any distribution whatsoever from the resale proceeds.
If the Substitute Trustee is unable to convey the Property as described above, the Purchasers sole remedy at law or in equity shall be limited to the refund of the aforementioned deposit, without interest thereon.Upon refund of the deposit to the Purchaser, the sale shall be void and of no force or effect, and the Purchaser shall have no claims against the Substitute Trustee, the Noteholder or the Auctioneer conducting the sale of the Property. Party Canvass Call
The full canvass call may be found at www.rpv.org and at www.culpepergop.org. The Party Canvass will be held at 509 South Main St., Culpeper, VA, from 9:00 am until 4:00 pm local time on May 30, 2015 for the purpose of selecting Republican Nominees for the positions of Commonwealth Attorney, Sheriff, Clerk of the Court, Commissioner of the Revenue, Treasurer, Supervisor, Culpeper County Board of Supervisors, for the Catalpa, East Fairfax, Salem, and West Fairfax Districts of Culpeper County. Candidates for the selection for nomination at said Party Canvass shall file a Candidate Consent Form by USPS mail, to Lindsey Klackle at 18223 Monitor Rd, Culpeper, VA 22701, which must be received with the mandatory filing fee not later than 9:59 pm on Friday, May 22, 2015. Postmarks will not govern. The Candidate Consent Form can be obtained from Lindsey Klackle at 18223 Monitor Rd, Culpeper, VA 22701 and online at www.culpepergop.org. Payments postmarked after June 5, 2015 will incur a 10% late payment penalty. Additional interest at the rate of 10% per annum will be assessed. Payments not received within 60 days of the due date will incur an additional 15% penalty. The due date will not be extended for bills where assessment questions have been filed with the Commissioner of the Revenue.

Pursuant to Section 170-129 of the Rappahannock County Code and Section 15.2-2204 of the 1950 Code of Virginia, as amended, notice is hereby given that the Board of Zoning Appeals for Rappahannock County, Virginia, will hold a public hearing on Wednesday, May 27, 2015 at seven-thirty in the evening in the Courthouse in Washington, Virginia, in order to consider the following application:

Richard C. Lessard, Trustee, owner of 100.07 acres located on Kilby Farm Lane in Sperryville (Tax Map 27, Parcel 49, zoned A-Agricultural, Piedmont District), desires a Special Use permit to renovate part of an existing equipment shed into an efficiency apartment for caretaker quarters. Use allowed pursuant to Code Section 170-36A with additional standards under Code Section 170-62F of the Rappahannock County Code.

No applicant or other party in interest, and no attorney for an applicant or party in interest, shall initiate a contact with a member of the BZA for the purpose of conducting a private discussion, in person or by telephone, concerning the merits of any application, appeal, or other matter pending before the BZA.
