PURPOSE OF NOTICE: To seek public comment on a draft permit modification from the Department of Environmental Quality that will allow the filling of a wetland and pond in Prince William County, Virginia.
PUBLIC COMMENT PERIOD: For 30 days, starting from the day after the notice is in the newspaper: April 27, 2016 through May 27, 2016.
PERMIT NAME: Virginia Water Protection Permit issued by DEQ, under the authority of the State Water Control Board
APPLICANT NAME, ADDRESS AND PERMIT NUMBER: CSX Transportation Inc. 500 Water Street, J275, Jacksonville, Florida 32202; VWPP No. 10-1552
PROJECT DESCRIPTION: CSX Transportation Inc. has applied for a modified permit for the VRE Cherry Hill Third Track project. The project site is located adjacent to existing rail lines from Arkendale in Stafford County (at or about milepost CFP 72.0), crossing through the Marine Corps Base at Quantico and ending just south of Powells Creek (at or about milepost CFP 83.4) in Prince William County, Virginia. The permit modification will allow the applicant to fill a wetland and pond to create a counter berm to stabilize the adjacent railway embankment. The proposed activity would affect 0.25 acre of wetland and 0.48 acre of pond. The activity proposed in the permit modification will affect tributaries to the Potomac River in the Quantico Creek/Chopawamsic Creek/Powells Creek watershed. A watershed is the land area drained by a river and its incoming streams. To compensate for the affected area, the applicant would purchase 0.73 wetland credits. DEQs preliminary decision is issue the permit modification.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone
numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.

The Town of Purcellville is seeking a Payroll/Accounting Specialist. This position is responsible for technical, fiscal, clerical and customer service work in the Accounting division. Work includes preparation and maintenance of accounting processes including payroll, taxes and benefits, AP, POs, journal entries, general ledger account reconciliations, petty cash and other general duties. Qualifications

The ideal candidate would possess experience in municipal payroll operations and an Associates Degree with at least 3 years of office experience in a financial management or accounting setting. Experience with MUNIS is desired. Must also be customer service oriented to help support other finance operations.

Starting Salary

The starting rate for this position is $21.50-$25.00/hr. depending on qualifications.
