Notice of Willingness to Hold
a Public Hearing
Find out about the proposed turn lane improvements located at the intersection of Route 1 and Route 234 - Potomac Magisterial District. The proposed improvements will add an additional left turn lane to the existing westbound left turn lane along Route 1 onto Route 234. This project is funded by the Virginia Department of Transportation (VDOT) and is being administered by Prince William County Department of Transportation.

In accordance with the Virginia Code §10.1-1188, Part B, the State Environmental Review Process (SERP) was administered to conclude the project was exempt from preparation of a Preliminary Environmental Inventory (PEI) under the Memorandum of Agreement between the Secretary of Natural Resources and the Secretary of Transportation executed July 31, 1990.

Right-of-way: The majority of the right-of-way (ROW) for this project is owned by VDOT. However there will be minimal ROW and easement acquisitions from two properties adjacent to the proposed improvements.

PROJECT DESCRIPTION: Prince William County has applied for a modification to its permit to allow increasing the landfills capacity by lowering the base grades of Phase II and Phase III, and by increasing the final height from 547 to 600 feet above the MSL. In addition, the permit modification allows the facility to: redesign the leachate collection system and to include the underdrain system to address possible groundwater seeps during the bottom liner construction; to revise the bottom liner system phasing; to revise the stormwater management system by adding new, and relocating the existing sediment ponds; to revise the landfill gas collection and control system; to include the new landfill access and maintenance road on the grading plan; and to update the design, technical specifications, and the construction quality assurance plan, reflecting the above referenced changes.

A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: pH, Total Suspended Solids, and Total Residual Chlorine

All comments and requests must be in writing and be received by DEQ during the comment period. The Town Council of the Town of Dumfries hereby gives notice of a public hearing on the proposed amendment of an ordinance entitled ”An Ordinance To Vacate Union Street Right of Way Located Between Main Street (US Route 1) and Fairfax Street (Undeveloped). The proposed amendment will provide the developers additional time to commence development. The Ordinance currently reads as follows:

”AN ORDINANCE TO VACATE UNION STREET RIGHT OF WAY LOCATED BETWEEN MAIN STREET (US ROUTE 1)AND FAIRFAX STREET (UNDEVELOPED)."

BE IT ORDAINED by Council for the Town of Dumfries, Virginiameeting in a work session this 18th day of August, 2009:

1. That the 30 foot Union Street located between Fairfax Streetand Main Street (US Route 1) shall be vacated as depicted on aPlat described as ”Plat Showing Right-of-WayVacation onUnion Street Town of Dumfries Prince William County Virginia"by Sanie Consulting Group, L.L.C. and dated March 13, 2009;and
2. Such vacation shall be subject to the followingconditions:
a. Payment of $500 (five hundred) dollars to the Town of Dumfries; and
b. Development to begin within three (3) years of the UnionStreet Vacation.

The ordinance shall take effect on August 18, 2009."

All supporting material is available for public inspection at the Office of the Town Clerk at 17755 Main Street, Dumfries, Virginia 22026 between the hours of 8:30 a.m. and 5:00 p.m. The public hearing is being held in a public facility believed to be accessible to persons with disabilities.
