SECTION 106 REVIEW AND ENVIRONMENTAL ASSESSMENT
DEMOLITION OF THE WARRENTON SCHOOL FOR GIRLS
AT WARRENTON TRAINING CENTER, STATION A
All Interested Parties: Warrenton Training Center (WTC) is preparing an Environmental Assessment (EA) and conducting Section 106 review to evaluate potential environmental, cultural, and socioeconomic effects associated with the demolition of the historic Warrenton School for Girls located on WTC Station A property in Warrenton, VA. The Section 106 review and EA will be prepared in accordance with the National Historic Preservation Act (NHPA) of 1966, as amended; and with the National Environmental Policy Act (NEPA) of 1969, as amended. The Warrenton School for Girls was a college preparatory and Liberal Arts school for girls and young women, in operation from 1914 until its purchase by the Department of Defense in 1951. Eligible for the National Register of Historic Places (NRHP), the buildings and landscape of the former Warrenton School for Girls have significance for their association with early twentieth century education, and for their design and construction elements. The proposed action would include demolition of approximately eight buildings and numerous structures (e.g., arches, steps, retaining walls) associated with the school that sit on approximately 18 acres within Station A. These buildings have been unoccupied and unused for more than 20 years.
The demolition of the Warrenton School for Girls facilities would allow WTC to cease expending its limited resources to maintain and repair these buildings that cannot be utilized in accordance with current Army force protection requirements and stand-off distances. These restrictions also do not allow WTC to provide public access to the former school grounds, which precludes the possibility of leasing or selling the buildings. In accordance with Section 106 of the NHPA and its implementing regulations found at 36 CFR 800, WTC has determined that demolition of the school buildings would constitute an adverse effect to this historic property.
The EA will evaluate the potential environmental effects that may occur as a result of the Proposed Action and will be prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended.
WTC considers the views of the public to be essential in making informed decisions regarding lessening or mitigating adverse effects to the former girls school. WTC will seek and consider the views of the public and interested parties regarding the adverse effect to this historic property as part of the Section 106 review and preparation of the EA. Any person who wishes to provide comment and input on the demolition of the Warrenton School for Girls may request a public hearing, or provide views on their own initiative for WTC to consider in decision-making. Any individual or organization with a demonstrated interest in the undertaking may request to participate in the Section 106 review as a consulting party, by clearly setting forth the interest that may be affected and the manner in which theinterest may be affected by this activity.
