NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Prince William County.
REQUEST FOR RELEASE OF FUNDS
On or about August 8, 2016 the Prince William County Office of Housing and Community Development (OHCD) will submit a request to the Department of Housing and Urban Development (HUD) Washington DC Field Office for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Community Development Block Grant Act of l974, as amended, and HOME Investment Partnerships Program (HOME) funds to undertake the following projects:

INSIGHT Acquisition (FFY16 CDBG) Purchase of property to be used as affordable housing for persons with developmental disabilities. Location TBD. CDBG funding of $450,000.

Georgetown South Community Council Inc. Accessible Recreation (FFY16 CDBG) Acquisition and installation of concrete sideways located in common areas within the Georgetown South Community in the City of Manassas. CDBG funding of $100,000.

Community Apartments Borrower Corporation Rehabilitation (FFY16 CDBG) Rehabilitation of property to improve and ensure access for individuals with developmental disabilities and mobility limitations. Rehabilitation to include installation of an elevator connecting first and second floors; three apartment renovations to include kitchen cabinetry designed to accommodate wheelchairs; and bathrooms with roll-in showers, elongated ADA compliant toilets with grab bars and wheelchair accessible sinks. CDBG funding of $397,900.

Dawson Beach Road and Parking Improvements (FFY16 CDBG) Property improvements to include correction of water retention and drainage problems, correction and replacement of indentations and damaged asphalt driveway. CDBG funding of $500,000.

FINDING OF NO SIGNIFICANT IMPACT

The Prince William County Office of Housing and Community Development has determined that the project(s) will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Prince William County Office of Housing and Community Development, at 15941 Donald Curtis Drive, Suite 112, Woodbridge, VA 22191-4217 and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments to the Prince William County Office of Housing and Community Development, at 15941 Donald Curtis Drive, Suite 112, Woodbridge, VA 22191-4217. All comments received by August 5, 2016 will be considered by the Prince William County Office of Housing and Community Development, prior to authorizing submission of a request for release of funds. Commenters should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Prince William County Office of Housing and Community Development certifies to HUD that name of Certifying Officer in his/her capacity as Official Title consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUDs approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the name of grant recipient to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Prince William County Office of Housing and Community Development certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Prince William County; (b) Prince William County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds or incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec.58.76) and shall be addressed to HUD, 820 First Street, N.E., Suite 450, Washington, DC 20002-4255, Attention: Mr. Michael D. Rose, Director, Community Planning and Development Division. Potential objectors should contact HUD at (202) 275-9200, to verify the actual last day of the objection period.

Project-Based Vouchers Proposals
The Loudoun County Department of Family Services is accepting proposals from the owners of rental property to contract with the County for Project Based Vouchers (PBV).
Successful proposals must provide fully accessible and Section 504 compliant housing units; and/or studio units; and/or 1 bedroom units. Proposals will be evaluated based on owner experience and capability to manage or build rental housing as identified in the proposal on a first-come, first-served basis. DFS reserves the right to not award PBV.
