The Town Council of the Town of Dumfries hereby gives notice of a public hearing for the fiscal year 2017-2021 Capital Improvements Program (CIP). The CIP is a five-year project planning budget document that provides an overview and breakout of the Towns identified future capital needs and their associated operational and maintenance costs.

All supporting materials are available for public inspection at the Office of the Town Clerk at 17755 Main Street, Dumfries, Virginia 22026 between the hours of 8:30 AM and 5:00 PM; M-F. The public hearing is being held in a public facility believed to be accessible to persons with disabilities. Any person with questions on the accessibility of the facility or needing to discuss accommodation of a disability should contact the Town Clerk at 703-221-3400 or dhobgood@dumfriesva.gov, during normal working hours.

1.Special Use Permit #SUP2016-00015, Anthem Telecom @ Potomac Shores
To allow a special use permit for the installation of a telecommuni cations facility consisting of a 182-foot monopole structure and fenced compound with related ground equipment. There are two setback waivers being requested from adjacent property zoned asPMR, Planned Mixed Residential, to the south and east. The SUP site is located at the southern/central portion of the property, abutting and west of the overhead transmission lines, and ±225 feet north of Potomac River Blvd. The site is identified on County maps as GPIN 8289-96-9675 (pt.) and 8389-06-4881 (pt.); iszoned PMR, Planned Mixed Residential; is designated SRL, Suburban Residential Low, in the Comprehensive Plan; and is located within the Potomac Communities Revitalization Plan special planning area. 2.Special Use Permit #PLN2015-00067, 7-Eleven at Sudley Manor
This is a request for a special use permit to allow for a quick service food store with a motor vehicle fuel station (retail) andassociated signage modifications. The site is located at 10231 Carnoch Way, at the northwest quadrant of the intersection of Vint Hill Rd. and Sudley Manor Dr.; is identified on County maps as GPIN 7495-51-0559; is zoned RPC, Residential Planned Commu nity; and is designated RPC, Residential Planned Community, in the Comprehensive Plan. Brentsville Magisterial District

3.Proffer Amendment #REZ2016-00008, Carnoch Way - Amendment to Braemar
This is a request to amend the proffers of REZ #PLN2003-00352 to modify the land bay layout of +/-15.25 acres within the BraemarMaster Zoning Plan, including a modification of the alignment of future Carnoch Way and a property swap with the County of approx. 1.8 acres. The property is located at the northwestquadrant of the intersection of Vint Hill Rd. and Sudley Manor Dr.; is zoned RPC, Residential Planned Community; and is des ignated RPC, Residential Planned Community, in the Com prehensive Plan. Brentsville Magisterial District.

4.Design and Construction Standards Manual Amendment#DPA2016-00011, Underground Utilities -
To amend Section 125.01 of the Design and Constructions Standards Manual to add Section 32-250.71 from the Zoning Ordinance to allow underground utilities requirements to be waived or modified based on circumstance. Concurrent with Zoning Text Amendment DPA2016-00012. Countywide.

5.Zoning Text Amendment #DPA2016-00012, Underground Utilities -
To remove Section 32-250.71, which requires all utilities serving a new use to be placed underground, from the Prince William County Zoning Ordinance and be placed in Section 125.01 of the Design and Constructions Standards Manual. Concurrent withDesign and Constructions Standard Manual AmendmentDPA2016-00011. Countywide.
