Public Notice - Environmental Permit

PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Prince William, Virginia.

PUBLIC COMMENT PERIOD: August 20, 2014 to September 19, 2014

PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater issued by DEQ, under the authority of the State Water Control Board

NAME AND ADDRESS OF FACILITY: HL Mooney Advanced Water Reclamation Facility, 1851 Rippon Blvd, Woodbridge, VA 22191

PROJECT DESCRIPTION: Prince William County Service Authority has applied for a reissuance of a permit for the public HL Mooney Advanced Water Reclamation Facility. The applicant proposes to release treated sewage wastewaters from residential and commercial areas at a rate of 24 million gallons per day into a water body. The sludge will be disposed by one of the following methods: incineration, disposal at an approved landfill, land application by an approved contractor, or composting at a permitted facility. The facility proposes to release the treated sewage in the Neabsco Creek in Prince William County in the Potomac watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: pH, cBOD, Total Suspended Solids, Total Nitrogen, E. coli, Ammonia as N, Dissolved Oxygen, andTotal Phosphorus, The facility shall also monitor without limitation the following parameters: Total Kjeldahl Nitrogen, Nitrate+Nitrite, and Whole Effluent Toxicity.

This facility is subject to the requirements of 9VAC25-820 and has registered for coverage under the General VPDES Watershed Permit Regulation for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Watershed in Virginia.

HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.

REZ 2014-05: Old Town Heights

To consider an application to rezone 0.846 acres of land from B-3, City Center Commercial to B-3.5, City Center Transitional with proffers. This property is located within and will remain in the Citys Historic Overlay District. The applicant is proposing to construct a mixed use building with 3,500 square feet of retail and 94 multi-family units. This site is located in the Downtown Sector Plan of the City of Manassas Comprehensive Plan and contains a Center City Retail designation in the land use map. The property subject to this rezoning request, is addressed 9009 Church Street. A separate parking area is being proposed across the street to the north and is addressed 9004 Church Street and 9314 Centreville Road. The three parcels contain tax map numbers of 101-01-00-450, 101-01-00-442 and 101-01-00-449.

This meeting is being held at 9027 Center Street, in a public facility believed to be accessible to persons with disabilities. Community Development Block Grant Funds
Rappahannock County will hold a public hearing on September 3 at 7:00 pm at the County Courthouse, 238 Gay Street, Washington,Virginia to solicit public input on the proposed Community Development Block Grant (CDBG) proposal to be submitted to the Virginia Department of Housing and Community Development for the People Incorporated Microenterprise Lending Program. Residents of the project area are encouraged to attend. The People Incorporated Microenterprise Lending Program for Culpeper, Fauquier and Rappahannock Counties proposal will include the following activities: Free workshops for business owners and prospective business owners, one to one business counseling, and microenterprise loans.

The draft CDBG proposal will be presented for comment along with information on projected beneficiaries, including the number of low-and moderate-income residents to benefit from the proposed project. This project will involve no displacement of persons. Citizens will also be given the opportunity to comment on Rappahannock Countys past use of CDBG funds. A fact sheet on the proposed project and the draft proposal is available at the Gainesville office of People Incorporated, 7572 Gardner Park Drive, Gainesville, Virginia.
