Adopting parts of Virginia Maintenance Code still on council agenda

After a lengthy December meeting the Culpeper Town Council may have a shorter agenda for its first meeting of 2013.

One item that will be very familiar to council is a recommendation to adopt sections of the Virginia Maintenance Code.

In meetings in October and November of 2012, the council considered adoption of the code to deal with complaints of building neglect in town, but voted against so doing.

It is possible, however, that the town Personnel and Ordinance Committee may recommend that council hold a first reading of certain sections of the code dealing specifically with ongoing blight and neglect. If that happens, council would be able to adopt those sections at its February meeting.

The Town Council may also be asked to come up with a name for the Inner Loop connector road.

The Virginia Department of Transportation has requested that the road be named so that the name can be shown on sign plans for the roundabout. The council has also been advised as to delays in right of way acquisition and utility relocation. The roundabout completion date is tentatively set for late April 2014.

According to a memo from town staff, the town does not currently have a process in the municipal code for declaring a snow emergency.

“A formal process is needed to allow the town manager to declare a snow emergency so that emergency routes can be given top priority for plowing by town public works crews,” according to the memo.

The council may hold a first reading on a proposed addition to the town code to allow such an emergency to be officially declared.

Other items that may be on the Jan. 8 agenda include:

* The first reading of the proposed ordinance to designate an “Acting Town Manager” to fill in for the town manager in his or her absence.

* Discussion of a job description for town finance director.

The above items are only tentative topics of discussion as Town Council agendas are not finalized until the Monday before meetings. Final agendas are available at meetings and online at: culpeperva.gov.

Council meetings begin at 7 p.m. in the Board of Supervisors meeting room, 306 N. Main St.
